Constantius I Chlorus ruled as Caesar and later Augustus of the Western Roman Empire under the Tetrarchy, the reform system Diocletian created to stabilize Rome after decades of crisis. His marriage to Theodora, stepdaughter of Emperor Maximian, cemented a political alliance between two of the four Tetrarchic rulers at a moment when the empire desperately needed unity.
